Previously reported problem with water flowing from pipe onto road, not actioned after long delay, still dangerous

See previous report and photos. Property at top of hill has installed pipe constantly draining onto road. Road surface worsening as constant water, algae/debris build up and ice in winter. Dangerous at top of cycle path. During winter, ice also extended out onto main road. Pipe has been installed just downhill of drain, so this could be fixed with small correction - why did council permit this problem? Thanks.
