Road surface sunk around drain

The road surface has sunk by around 100mm casing the road here to flood, this in turn causes flooding into our lower terrace and sometimes front porch after heavy rain and when cats pass through the water.

Because the dip around the drain catches debris this drain is often blocked, I regularly try to maintain the curb line and drain cover but it is getting worse.
