Overgrown Hedge obstructing pavement

This hedge is now so overgrown it is overhanging the pavement so much that when a car is parked along side it you have to walk around the car on the road to pass. There’s no way a pushchair or wheelchair would be able to use this stretch of pavement how it is even without a parked car there.
