Over growing bush, close to covering alley entrance/exit

This bush is out of control, and is full of rubbish and little. It’s getting close to covering the alley entrance/exit and given there is only one street light at the other end it’s very easy to walk into in the dark! Not sure where its growing from but it needs destroying or at least cutting right back
