Insufficient signage on restricted byway. Motorized transport using byway

Large groups/convoys of motorized vehicles use this restricted byway. They have no private permission to use the road. When I I stop them they say they are unaware it is a restricted byway. They always come up to Homer from the King William pub at Hailey direction. There is either no sign there or the sign is hidden, vandalised or otherwise insufficient. I wish to apply for big clear non plastic signage that cannot be torn down or hidden. I also wish to apply for a single hinged fold down metal bollard with combination padlock to block this fragile restricted byway from non legitimate byway users.
