Water running down the road

I have been complaining about this for months. There is thousands of litres of water every hour running down the A44 from the entrance to the industrial estate to the entrance to the Cemetery. It is either a leaking main or a massive spring under the road. Either way it wants fixing. You last response was that you have closed the issue as you quote “ cannot fix every issue” . This is not good enough as a response, this is a main trunk road and if it collapses it will be a shambles.If you are not prepared to process it please advise me who to escalate the issue to . A response would be appreciated.
