Residential garden wall is severely cracked.

Wall is severely cracked and leaning over. I believe it is being pushed over by a tree/shrub growing within the garden. I have noted this cracked wall for a while and it has deteriorated considerably the last few months. Concerned it will fall over on a member of the public, it is located opposite a busy public area by West Kidlington School entrance.
