Newly laid road surface disintegrating

Sent to Oxfordshire County Council less than a minute later

The newly resurfaced road covering is disintegrating within a week of being laid, with significant patches of the uncoated underlying substrate visible along the entire length, only to get worse as water penetrates. This partial coverage cannot form a water-resistance protective layer. Is this the quality of work expected? Should the contractor be called back to redo the job properly, or is the council responsible for this squandering of public funds?
