To about 1 foot down in the drain it is absolutely solid

About 1 foot down in the drain on the road it appears to be absolutely solid. There is a white stick in there (not sure if this has been placed by authority?) which is fixed in solid. I think caused by all the loose gravel that has been taken down there by the faulty road surface? I am anxious if left will eventually lead to problems in my own drains/sewer Been like it some time
