Who is responsible for pedestrian pavement here?

As can be seen in both the FixMyStreet and Vale GIS snapshot I attached, the pedestrian pavement along certain parts of Mons Way in Abingdon is not adopted highway. Residents say that the land owner went bankrupt decades ago and nothing has been done to maintain the pedestrian pavement. Is this true? What advice can I give to the residents?
