Kerb stone from layby protruding into highway

There's a significant amount of large vehicle traffic east to west and vice versa on the Lyford road, there is a narrowing of the highway and a kerb stone without any road markings for the layby opposite the Lyford business park entrance. I had to squeeze through due to oncoming traffic and ripped my tyre.
