Noise disturbance from positioning of drain hole cover directly after sleeping policeman

We have been experiencing a serious & debillitating noise disturbance due to a loose/broken public drain cover since for over a year +. The loose drain cover is situated on Ware Road just after the sleeping policeman bump in front of the junction with Whistler Way.
Traffic using Ware Road is a mix of private cars, commercial vehicles including skip lorries, HGVs and vans. It is constant and continues to access/depart from the White Horse commercial estate at all times of the day and night and throughout the week and weekend.
The positioning/size of the sleeping policeman bump just before the loose/broken drain cover at the junction of Ware Road with Whistler Way means that traffic is launched over the bump, and lands on the drain cover, randomly making an extremely loud metallic noise.
The noise is so loud that it wakes us regularly in the night & is regularly disturbing our sleep. It happens all day long and many times over night.
The speed management system in Ware Road relies on users observing a 20 mph limit and some sleeping policemen ramps to slow traffic. However, these measures are not at all effective at reducing speed of vehicles using that road.
It would resolve the issue to remove the sleeping policeman bump directly before the drain cover. Any traffic calming measures could be installed away from that drain and still be as effective. The drain cover also needs to be adjusted to stop it moving & making a noise when traffic travels over it.

The speed of traffic is far higher than the 20 mile an hour limit. The sleeping policemen do absolutely nothing to calm traffic, in particular heavy vehicles. However they do cause a nuisance and noise disturbance as a result, which affects the residential areas in close proximity to Ware Road. Noise level from that light and heavy commercial traffic is vastly increased because of the sleeping policemen and loose drain covers situated just in front of them. This noise is caused by the sleeping policemen. Please please please can the council remove the current sleeping policemen and fix the drain covers so that we are not suffering constant & avoidable noise disturbance from traffic on this road where the current speed calming measures are completely inadequate and pointless.
