Drains blocked with silt by tennis courts on Bohams road

Two drains within 3 feet of one another are blocked with silt. I have tried digging out but the pipes between them and under the road are blocked. When it rains there are now no drains at the lower end of Bohams Road taking away the water and hencenit all flows into the London Road.
