This sign is taking over half of the cycle lane

The sign has been there for months but has not been in use since very soon after being placed there. It seems to have been moved even further into the cycle lane than when it first appeared. There is only room for one bike at a time now. Please remove it away from the cycle lane completely to save cyclists from nearly being killed by fast ebike cyclists not giving way or not seeing it in the dark.
