Fly tipping and not great install

Recently reported sign loose from 2023 install. Work has been rectified. For you to investigate but my assumptions below. New 20 mph sign installed. Old sign cut down and stump left in the ground. This is an open trap for small animals to fall in and become trapped. Extreme but true. Know different to discard litter. Repaced pole when wobbley, not required. All that was required to install at correct depth of 500mm minimum. Cut off pole and concrete dumped in bush close by.
