Road illegally blocked

Someone has opened the gates and fixed barriers across the Jowett Walk/St Cross Road junction. This is an open road (although filtered) and without proper signage and permission is not allowed. Itmakes the turn from St Cross into Jowett more dangerous - especially whilst half the entrance (also probably unpermitted) to Holywell Street is affected by building works.
