Unlit scaffolding on public footpath

The footpath runs alongside the development at The Poplars. The scaffolding has been erected on the public footpath and has no lighting at all on it. This alleyway is well used at all times of the day. There is one street lamp but it is either not working/and or obscured by the sheeting around the scaffolding. Also it has been reported by schoolchildren using this footpath that debris has fallen on them as they passed below. Dust etc coming through the scaffolding boards.
