Light obscured by hedge even after 4 years

This issue was first reported in Feb 2020. It’s still an issue, even though I believe an arm has been fitted to extend the light over the hedge. I can report that having just walked past the hedge, NO LIGHT shines on the pavement at all. This is now 4 years of wasted electricity. The situation is not helped by the uneven footpath. When anyone walking there with a disability in the dark, cannot see where they are going, well it’s a Safety Issue.
