Large pothole under flooded road

I was cycling slowly through this flooded road successfully ( not too deep), and hit one unseen pothole and was ok, and then hit a much deeper/ larger unseen pothole that made me fall off my bike and into stagnant water - I was soaked and stank! Firstly this road seems to be constantly flooded during winter just here, and very little seems to be done about it over the years, and because of that the invisible potholes are quite dangerous and also need to be fixed
