No fit for purpose cycle track

Thames water have blocked the cycle track/path travelling north towards Kidlington with no prior signage. You are forced to cross the main road as it is before you get to the pedestrian crossing.when you get to the other side of the road the path is blocked with thick slippery vegetation and road cones. When you approach Kidlington the path is covered in water and mud. I suggest someone from the council cycle to Kidlington from Oxford to understand the problems!
