Who has a key for this gate?

The pictured gate is on the path between the bypass cycle path & barns rd, at the SE corner of Herschel Cres Rec (aka Barns Rd Park). Littlemore Parish Council are responsible for the park & would like to be able to open the gate for maintenance access. ODS parks team say they don’t have a key & don’t know who does. Could County Highways advise who might have a key? And if neither ODS nor Highways know how to open it, who would have the authority to authorise it being cut open and a new lock being fitted? Cutting it doesn’t look easy as the lock is built in to the gate. Thanks
