Persistent flooding across half the road, effectively closing the cycle lane

I am re-raising the problem last reported in fixmystreet report 5372396. That report is shown as "fixed", and the gully has apparently been cleared in the last ten days. The problem is not fixed. There is standing water here more than a day after the last heavy rain, and it is clear that the drain does not take water. At noon today, 24th there was a puddle several metres long the full width of the cycle lane. It is clear that water is only being removed from here by passing traffic. Heavy rain such as we had earlier this week causes flooding of the road to the crown; this persists for days afterwards. across the whole width of the cycle lane. Cycle traffic is driven into the path of other northbound traffic leaving the complex junction in St Giles' just as the road narrows, meets a pedestrian crossing and a bus stop. This problem has been here for several years; it was meant to be addressed when the road was relaid, and it clearly was not fixed then.
