The electronic speed sign rarely works (Power issue?)

During the winter warning sign for the 20mph zone is often dead. It might be that the solar isn't charging, the battery is insufficient, or it needs mains back up, but in any case as soon as it gets dark it's useless as it stops working. During winter this is not working for about 15hours a day!
