Gully and Road edge clearing

In recent floods this area flooded. These pics show an elder resident trying to clear the drain holes and gullies. Also the amount of weeds, silt and mud gathered on side of road. The gullies etc used to be cleared yearly, as did road edge clearance. This is not done and causes more problems. The build up on edge of road just blocks the gullies and drains. Can this be done as a matter of urgency before any more rainfall causes more problems.
