Sinkhole exposing underground cables

There is a relatively deep hole that exposed some underground cables. It looks like it has been washed away from the bottom up, perhaps there is a drainage leak?

This hole has been here for ages. It has been reported multiple times. Someone has been out to investigate it as there are sandbags and a traffic cone left behind, but it has never been repaired.
