Public parking dispute

Hello. I just wanted to clarify the parking situation on Park Lane. Specifically, the space on the left-hand side as you turn into the road, behind the "no-turning" sign. I am told by a resident of neighbouring Blenheim View, that the residents of both Blenheim View and Park Lane are monitoring this space as it's reserved only for Royal Mail and for the post van. Is this the case? There is ample room for 2 vehicles to park in this space one behind the other, without causing obstruction to the road or blocking access for emergency vehicles or residents, and far enough away from the junction to the main road. Currently, there is no road markings or signage to say this is a reserved space, so to the best of my knowledge, I can't see this is a private or reserved parking space for Royal Mail.
