Drainage ditch clearance

Sent to Oxfordshire County Council and West Oxfordshire District Council less than a minute later

The drainage ditch that runs along the back of my both property and discharges into the windrush river is overgrown and likely to lead to flooding of Mill Meadow properties. According to the The Environmental Agency's local plans responsibility for keeping this drainage ditch clear of vegetation rest with Oxford shire Council. Can you advise my how I get the drainage ditch cleared please.
