Running water and white liquid on footpath

Reported via mobile in the Blocked Drain / Gully category anonymously at 22:36, Thu 30 November 2023

Sent to Oxfordshire County Council less than a minute later

I've noticed this a few times now - water running from somewhere and trickling along the footpath even when it hasn't been raining. I think maybe a pipe has burst somewhere. But the more worrying thing is that there is a white liquid pooling near it, which has formed a thick limescale-like residue. In addition I once saw a small dead bird in this pool of liquid. As it's not disappeared since last time I walked this way, I assume it's on ongoing issue related to drainage, perhaps from the nearby industrial buildings.
