2 Litter Bins Full and flytipping next to them bags of rubbish

Sent to Oxford City Council and Oxfordshire County Council less than a minute later

There has been bags of rubbish plus lots of cardboard next to litter bins since Friday 17 November.Because the rubbish round the litter bins have been there 5 days it is being thrown around by wind or people all around the area.Some bags have food in so some animals have been ripping into them to get food out.Also one litter bin is full of rubbish.
