Road drain blocked flooding in our garden

I have reported this before but because nothing was done it has been taken off Fix My street. The surface water drain from Whitehall Lane goes down into our back garden. The bottom of the pipe is blocked from all the leaves and crud in the road resulting in the manhole cover being forced off and water pouring into our garden. OCC used to clear this regularly but no longer do. If you don't want to clear it that is fine, eventually the drain will block back to the road and water will just flood the road and possibly someones house.
