Flooding from drainpipe onto pavement & property

My neighbour has a drainpipe that opens and spills water onto the pavement. The issue is, when it rains significantly the water pools and is coming into my new bistro and adjacent apartment.

Turning the drainpipe towards the road alone is unlikely to make much difference as the pavement is higher near the road.

What it needs is a gully/duct in the pavement for the water to escape to the road. The other neighbour has this and water flows to the road drains.

Address is 8, Market Street, Charlbury OX7 3PN and the drainpipe is on the side of no. 10.

I have posted a picture and have short video of when it was raining heavily to highlight the problem, if that would be useful.

Now that the building has been renovated and occupied by a restaurant, significant footfall is expected to the building entrance where water is pooling.
