Blocked drain

This drain has been blocked since I moved in 4 years ago. It is full of mud, rocks and other debris meaning in heavy rain we have rivers flowing down the road.

The issue is outside 26a&b and the driveway leading up to 34 Vicarage Lane, Shrivenham.
