Weeds growing in rain gulley

London Place OX4. Weeds seeded since No Mow May in the rain gulley adjacent to the grass verge. Reported once already and apparently someone came along and swept it. But that didn’t work - got rid of sone of the superficial detritus but the weeds won’t shift without a hoe or similar. Please could it be fine before winter storms?
