Large Reel Of Cable Dumped

Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later

There is a large real of cable - possibly fibre optic - that has been left at the entrance to Stirling Close for near on a year now. Have reported before but nobody will take responsibility to remove it blaming the utility company. Surely after a year it can safely be removed now and be recylced?
