Metal cover sinking into path

In the centre of the path outside number 60. The water metal stopcock cover has sunken into the path leaving a 3" deep hole in the centre of the footpath.this occured after the fibre broadband was put in?. It has been marked with white paint before but nothing done. This is very dangerous for the old and infirm locally, more so for people with a walker etc. it fills full of water and freezes over in winter.
