Overgrown Hedge

I live in 13 Severn Close, a corner property that meets Dryden avenue. On the Dryden side there is a hedge that has always been maintained by the Council but, it has not been trimmed for over a year and is putting pressure on my fence and is dangerous to footpath users. The hedge is very firm and prickly and is catching the school children as they walk past. Photo attached. Any help would be appreciated You responded to me saying that no one has responsibility for this hedge but, you have had a contractor doing this hedge since we bought our property in 1990. This needs to be cut on a regular basis and I do believe it is your responsibility, please review as soon as possible.
