Sinking fire hydrant / water valve manhole

This new hydrant was put in about a year ago and since 6 months ago, the hydrant and the blockwork around it is starting to collapse. It is in the middle of the road and many vehicles drive over it daily. Please repair / advise organisation responsible this is a hazard.
