Wrong surface used to backfill surface

This stretch of Grove Street was laid with attractive cobbles a few years ago. Recently, perhaps a few weeks ago, some work has been carried out, involving digging up the surface. This was presumably for a utility - there is blue plastic piping to the side of an adjacent building. The road surface has been filled in with tarmac rather than replacing the special surface. This seriously erodes the aesthetic benefit of the surface, which would have been more costly to the local authority when installed. Whoever undertook the work should be required to re-instate the surface.
