Neighbours blocked drain

Our adjoining neighbour’s drain has been severely blocked for a couple of weeks. The smell of urine is particularly overpowering at certain times of the day and is quite unpleasant in the street outside our house. The neighbour the other side contacted Thames Water who came out last week and ascertained that the issue was due to rats and advised that the home owner contact a private company to fix the problem. However the home owner is a recluse who does not leave her home, nor answer her door, and we are not even sure if she has an operating phone. We have run out of options but the situation is beginning to cause distress. We believe the problem may be ultimately caused by the extreme overgrowth of buddleia on her driveway which pushing stones down into the drains and is so bad that the postman will now not deliver her post.
