Tarmac has sunk into pavement by about 4/5 inches

I'm not sure how long it's been like this, but I've just noticed that the tarmac has sunk into the pavement by about 5 inches and it's causing a trip hazard. My son has already fallen over running along the pavement (he is fine) and it is a section of pavement that is used the entire time by children and parents going to the local school so guess you will have more incidents.
