All drains blocked right up to road level, hedge blocking pavement at top end of Beech Rise

All the road drains are compacted with soil and leaves up to the height of the drain covers. They require clearing urgently.

Woodlands Road end of Beech Rise the hedge is blocking half the pavement. Owner of said hedge (of Woodlands Road) doesn't cut it back. Can the council said a notice to the owner that this is their duty to resolve?
