Dipped tarmac blocked drainage

Hi, sorry there is a few issues here. The tarmac directly out side our drive No7 has a huge dip in causing all the water from the road to pond directly out side. Because this does not direct into any drain (the closest tend to always be blocked as you can see from the pavement photo) the water over flows and falls directly down towards our property. Which actually cased a flood. This small area of tarmac also needs to be widened as it is impossible for us to safely pull out to the left without either having to drive over the grass verge or you have to swing directly onto the opposite side of the road, which not only is dangerous but is near on impossible as it’s a main road. We already have limited view due to the largely overgrown London plane directly to the right between no6 and us.
