Flasing speed sign??

Sent to Oxfordshire County Council less than a minute later

Hi, what is the point of installing a flashing speed warning sign, well I'm guessing that's what it is, if it's buried deep into a thick hedge so that it cannot been seen by vehicle drivers...... do sign installers not carry hedge trimming tools with them when installing new signs? Is there no follow up viewing to make sure the job has been completed satisfactorily?
