Old fence pillars need removing

Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later

There are several concrete pillars as shown which are hangovers from the old fence before the developers took over the plot. Can these now all be extracted and removed as they aren't good to look at and possibly a safety hazard. Thanks
