Continuous flood across road

There is a flood across the road at the top of Cocks Hill ( off Exlade Street RG8 0UA). It is there pretty much all the time, at all times of the year. It is impossible to cross it on foot. When I walk that way I have to climb in the hedge to get through. It urgently needs drainage. Thank you. Angela Collins
