No sign to show no parking Mon-Sat 8-6

The no parking sign is missing. It’s a single yellow line in lay-by. Cars parked here all day for free and obstruct the view when pulling out. I spoke with a traffic warden near by and he said he can’t give parking tickets because the sign is missing. Why he can’t report that the no parking sign is missing is beyond me!
