Accident on a bike

My partner was riding on the new resurfaced road from Stoke row to woodcote and coming down into the dip from Stoke row he came of his bike he slipped on the road surface from the loose gravel and he'd cut his face open quite badly and he's got broken ribs. I don't think the road has been swept properly after the road had been done it's kmcredibly dangerous
