Flooding during heavy rain

Our road is on a hill and when it rains the main drains and gullies over fill. the main dain in the middle of the road blows up and at the bottom of the road floods quite bad around 20 square metres. i have worked in sivil engineering on the roads and underground clearing the silt out of large i know when our drainage does not cope due to heavy rain. things have got a lot worce since they built the five, five bedroom houses in hawks close. now hawkes close is built on a steep hill and during the recent heavy rain it was like a river coming down that road and at the bottom going into bayswater farm road there are a few kerb stones at the end but not all the way. so it coming across our grass and parking places it was the worce i have seen it the bottom of our road should be a dead end but some of the fencing was removed to do some building on the farm.i notice that there our no green circles to show drainage in the street .i think they conected the miltons into our main drains realy they should have updated our main drains maybe put a pumping stastion in i have worked on a few jobs whare we up graded drainage to cope. also we dont get our road gullies cleaned out and the bottom of our road is full of mud washed down from hawkes close. i live at 27 watermill way 3rd house from the bottom directly oposite hawkes close many thanks Anthony Beechers. cntact me at
