Overgrown hedge obstructing the footway

The hedge has now grown so far across the footway that it is impossible for more than one person to walk along it. It is impossible to pass with children and baby buggies. Previously, I have complained when the hedge took up two thirds of the footway, now it extends even further. This is at the junction of several roads, including a turning area for large vehicles/HGVs. Pedestrians have to walk in the middle of the road. This is potentially extremely dangerous. The hedge needs to be cut back to the property boundary so that people can pass and walk safely.
