Tree far too big for residential road

This tree is massive, overgrown and leaving sticky sap on both my vehicles and my neighbours cars. I have had to buy a cover for one of them. It is also shading the front of my house, taking daylight causing me to have a light on in the daytime. It is also colder than normal in my living room and front bedroom. It has been cut down previously but enough is never taken off. It really needs totally removing as it was pointed out to us some years ago that the roots could be in the drains and worse.
